At present, the novel coronavirus pneumonia epidemic has a great impact on the healthy economic and social development of the province. Development and reform departments at all levels should, according to the deployment of the provincial Party Committee and the provincial government and on the premise of resolutely fighting the battle of epidemic prevention and control, make arrangements for enterprises to resume production in advance and do a good job in economic operation scheduling analysis based on their functions and strengthening research and judgment. We will accelerate the construction and investment of key projects, minimize the negative impact of the epidemic on economic operations, and ensure a steady start to the first quarter. The relevant requirements are hereby notified as follows.


1. Organize enterprises to resume work and production


1. Establish a scheduling guarantee mechanism for the resumption of work and production, "one enterprise and one policy" to help enterprises make plans for the resumption of work and production, conduct weekly scheduling for relevant situations, and all qualified enterprises resume normal production before the end of February.


2. Guide the enterprise to reasonably arrange the resumption of work according to the production needs, and timely arrange the employees whose health condition meets the requirements to work. We will implement the flexible employment policy, coordinate human resources, social security and other departments, encourage enterprises to make comprehensive adjustments to the use of rest days within the year, and help recruit workers nearby.


3. Assist enterprises in providing prevention and control materials, coordinate upstream and downstream supporting enterprises to strengthen communication, smooth the industrial production chain, rationally arrange production capacity, and ensure normal production under the premise of epidemic prevention and control standards. Work with departments of industry and information technology, human resources and social security to arrange relevant staff to go to the front line to help enterprises solve problems.


4. Implement relevant national financial support policies, help enterprises to make good use of various support policies, guide financial institutions to extend and renew loans to enterprises in temporary difficulties due to the impact of the epidemic, and guarantee the cash flow needs of enterprises after the resumption of work.


Second, strengthen the analysis of economic operation scheduling

Establish a monitoring and dispatching mechanism for economic operations during the epidemic, continuously strengthen the analysis and early warning of economic operations in various fields, timely grasp the new situation and new problems in economic operations, especially the prominent contradictions and difficulties encountered by enterprises in product production, raw material supply, logistics and transportation, and financial security, and form a list of problems for coordinated solution.
6. Strengthen policy reserve research, timely propose countermeasures to support the development of various fields according to the development of the epidemic situation, and submit them to the Party committee and the government for decision-making, so as to prepare for the shift in focus from epidemic control to production resumption in the future.


7. Implement the Notice on Strengthening the Guarantee of Daily Necessities and Market Supervision during the Prevention and Control of the Novel Coronavirus Pneumonia jointly issued by the Provincial Development and Reform Commission and other departments, coordinate the guarantee operation of coal, electricity, oil and gas transportation, and ensure the stable supply of coal and natural gas for power generation and heating during the epidemic.


8. Strict price supervision and monitoring, daily reporting of food price changes in districts and counties. It will work with market regulatory authorities to seriously investigate and punish illegal acts that disrupt market price order, such as hoarding, fabricating and spreading information about price increases, and price gouging, taking the opportunity of epidemic prevention and control. Typical cases of bad nature should be exposed to the public in a timely manner. We will promptly carry out price reminders and admonitions, and urge market entities to strengthen self-discipline in price behavior.


3. Accelerating the construction of key projects


9. Adhere to both epidemic prevention and control and project construction, and make preparations for the start of the project in advance. After starting and resuming work, the investment plan should be broken down into quarters, implemented into months and specific to projects according to the annual construction plan of the "four batches" project. For projects under construction, we should organize the construction and promote the early completion and operation of the projects. For projects that fail to start as planned or fail to reach the construction schedule, we should promptly follow up and coordinate to solve difficult problems, rationally arrange and adjust the construction schedule, and spare no effort to speed up construction.
10. Further focus on the construction of key projects, focusing on major provincial projects in 2020, preferred projects to replace old growth drivers with new ones, "double recruitment and double introduction" projects and other key provincial projects, implement the requirements of checklist management and accountability, and complete investment of more than 400 billion yuan for the year. All cities and counties (urban areas) should identify key projects at their level as soon as possible, organize and carry out "concentrated start Month" activities in accordance with the epidemic prevention and control situation, create a strong atmosphere of promoting investment by focusing on projects, and give full play to the supporting and driving role of major projects.


11. Give full play to the guiding and driving role of government investment. For the projects supported by bonds, in accordance with the requirements of "one project and one plan", clarify the time points, promotion measures and responsible subjects, focus on the supply of building materials, the organization of construction teams, the implementation of early conditions, the follow-up of supporting funds and other work, and speed up the allocation and use of bond funds. Master the project construction situation at any time, and achieve the "three to the site" of commencement, construction and completion, to ensure that all the construction starts in the first quarter, the physical workload has made obvious progress, and the formation of effective pull as soon as possible.


12. Conscientiously implement the "factors follow the project" mechanism, plan the land, energy consumption, capital and other factors of key projects well in advance, and promote the accurate matching and coordination between key projects and the policy system. Strengthen coordination and cooperation with relevant departments, strengthen responsibility forcing, clarify the time limit requirements, and provide various elements for project construction.


The municipal Development and reform Commission shall immediately report the above-mentioned requirements to the main leading Party and government officials and those in charge, and specify relevant measures in light of their own actual conditions. The progress of the work and major problems encountered shall be reported to the provincial Development and Reform Commission in time.

First, strengthen financial support

1. Increase credit support. For enterprises in industries heavily affected by the epidemic, measures such as renewal of loans without repayment of principal and emergency lending should be flexibly adopted to support the stable credit extension of relevant enterprises, especially smes, and banking institutions should extend or renew their maturing loans. For small, medium and micro enterprises that are affected by the epidemic and have real difficulties in repaying due credit, banking institutions and local financial organizations should help them tide over the difficulties by appropriately lowering interest rates, waiving overdue interest, adjusting repayment terms and methods, and not blindly withdrawing, cutting off or pressing down on loans. In 2020, the balance of loans and the scale of new loans to small and micro enterprises by all banking institutions in the province shall not be lower than the level of the same period last year.

2. Reduce the cost of credit financing. Banking institutions should lower their cost and fee rates, and ensure that the financing costs of small and micro businesses will fall year on year through the introduction of market-quoted loan rates, preferential internal fund transfer pricing, and reduced and exempted commission fees. The comprehensive financing cost of inclusive loans to small and micro businesses will be 0.5 percentage points lower than the same period last year. Banking institutions should optimize business processes, open up green service channels, strengthen online business handling, simplify credit application materials, reduce credit approval time, and provide enterprises with high-quality, fast and efficient financial services in a timely manner.

3. Reduce corporate guarantee rates. The provincial investment and financing guarantee Group has included the guarantee business of government-funded guarantee institutions for the epidemic prevention and control working capital loans (no more than 10 million yuan) of small and micro enterprise customers into the sub-insurance scope of re-guarantee. The financing guarantee rate for small and micro enterprises related to epidemic prevention and control was lowered. The provincial investment and financing guarantee group charged 50% of the premium for the small and micro enterprise guarantee projects that met the filing conditions handled by cooperative guarantee institutions during the epidemic. Governmental financing guarantee institutions are actively negotiating with cooperative financial institutions to renew insurance coverage for enterprises in industries that are greatly affected by the epidemic.

4. Strengthen the use of emergency lending funds. The period of use of the emergency loan fund for small and medium-sized enterprises, if really needed, can be extended to 15 days for a single business. Open the green channel for emergency loan transfer service (application phone: 400-651-0531, online application entry: http://www.smesd.com.cn), and actively coordinate with banks to shorten the loan approval time. Preferential rates of loan transfer fees were implemented, and the emergency loan transfer rates of small and medium-sized enterprises were reduced from 0.1% to less than 0.08% per day through the joint interest concession of provincial loan transfer platforms and city and county loan transfer institutions.

5. Implementing the priority of epidemic prevention and control to guarantee financial discount interest on loans to enterprises. For enterprises designated as the key guarantee for epidemic prevention and control by the state, the central finance has given a discount interest rate of 50% according to the re-lending rate of the People's Bank of China for new loans to enterprises in 2020. For the key enterprises of epidemic prevention and control identified by the province, the provincial finance will give a discount interest of 50% at the relending rate of the People's Bank of China, and the term of the discount interest will not exceed 1 year.

6. Implement loan risk compensation policies. During the epidemic period, if the working capital loans and technical transformation project loans (the balance of loans to single-family enterprises does not exceed 10 million yuan) issued by financial institutions to small and micro enterprises are confirmed to be non-performing, the provincial risk compensation fund will be compensated at 30% of the loan principal. The provincial finance will reward the financial institutions with obvious effect on the implementation of the policy of non-repayment of principal and renewal of loans.

2. Reduce the burden of taxes and fees

7. Relevant taxes and fees will be reduced. Taxpayers who suffer heavy losses due to the epidemic and have real difficulties in paying the urban land use tax and real estate tax shall, upon approval by the tax authorities, reduce or exempt the urban land use tax and real estate tax.

8. Defer your taxes. Taxpayers who cannot pay tax on time due to the epidemic may, upon approval by the competent tax authorities, defer the payment of tax for a maximum of three months.

9. Delay payment of social insurance premiums. Small and medium-sized enterprises that are affected by the epidemic, face temporary difficulties in production and operation, and are indeed unable to pay social insurance premiums in full, can suspend their pension insurance, unemployment insurance and work-related injury insurance premiums for up to six months upon approval according to regulations. During the suspension period, the late payment fee will be exempted, and the employees can enjoy social insurance benefits according to the regulations. Upon the expiration of the suspended payment period, the enterprise shall pay the deferred social insurance premium in full, which shall not affect the individual rights and interests of the insured persons.

3. Reduce operating costs

10. Rent relief for small and medium-sized enterprises. For small and medium-sized enterprises that rent property owned by state-owned enterprises, the rent for 1-3 months can be reduced or halved. For small and medium-sized enterprises that have difficulty in paying funds, they may defer the collection of rent, and the specific collection period shall be determined by the two parties through consultation. Owners (landlords) are encouraged to waive or reduce the rent for tenants who rent other business houses, referring to the waive or reduce of state-owned property business houses, and the details shall be settled by both parties through consultation.

11. Extend the term of performance of the contract. For small and medium-sized enterprises that have signed contracts with state-owned enterprises and are indeed unable to fulfill their contractual obligations on time due to the impact of the epidemic, the contract performance period may be extended appropriately, and the specific extension period shall be redetermined by both parties after consultation. State-owned enterprises shall strictly implement the requirements of the central government and the provincial government on clearing up arrears of accounts owed to small and medium-sized enterprises and private enterprises, pay relevant amounts on time and in full according to the contract agreement, and shall not form new overdue arrears.

12. Increase business incubation bases and park operation subsidies. Province-level demonstration bases and parks for entrepreneurship incubation, which have reduced rents for small and medium-sized enterprises during the epidemic period, will be provided with operation subsidies for up to three months, with the subsidy standard being 30% of the total amount of rent reduced, up to 500,000 yuan, and the required funds will be paid from the provincial support funds for entrepreneurship and employment. All municipalities may formulate measures for operation subsidies of municipal business incubator bases and parks.

13. Increase support for guaranteed loans for start-ups. We will increase support for small and micro enterprises producing key materials for epidemic prevention and control, materials for people's livelihood, and guarantee loans for entrepreneurs to start their own businesses. If an enterprise is established or any kind of partnership or organization is formed to start a business together, and all the partners and members of the organization meet the requirements of the borrower, the borrower of each venture enterprise shall not have more than (including) 3 partners, each of which shall not exceed 150,000 yuan, and may apply for a start-up guarantee loan of no more than 450,000 yuan. Small and micro enterprises can apply for a start-up guarantee loan of no more than 3 million yuan.

14. Ease pressure on enterprises' energy costs. The measures of "continuous supply of electricity, gas and water for production and operation of small and medium-sized enterprises" are implemented; Within three months after the end of the epidemic, the enterprises shall make up the deferred expenses.

15. Reduce logistics costs of enterprises. Emergency materials for epidemic prevention and control, as well as important production and livelihood materials, will be implemented under the Green Passage policy, and priority will be given to the fast passage of vehicles through the green Passage. For bulk dry bulk cargo and oil products that cannot be distributed in time due to logistics and other reasons, the free storage period at the port will be extended for another 30 days on the basis of the original free storage period.

Fourth, strengthen the stability of the post

16. Support enterprises to avoid layoffs and reduce layoffs. Companies that do not lay off workers or lay off fewer workers will be eligible to refund 50 percent of the unemployment insurance premium they actually paid in the previous year. For insured enterprises that face temporary difficulties in production and operation and are expected to recover, and insist on no or few layoffs, the reimbursement standard can be determined by the local monthly unemployment insurance compensation per capita for six months and the number of insured workers. Unemployment insurance benefits will be raised to 90 percent of the local minimum wage.

17. Gradually extend social insurance subsidies and job subsidies. For small and medium-sized enterprises affected by the epidemic that insist on not laying off workers and paying regular wages, the social insurance subsidies and job subsidies they are enjoying can be extended to June 30, 2020 after the expiration of this opinion.

18. Stabilize labor relations in enterprises. If an enterprise has difficulties in production and operation due to the impact of the epidemic, it may negotiate with its employees collectively and take such measures as salary negotiation, adjustment of working hours, job rotation and on-job training to preserve labor relations.

19. Focus on supporting public employment services for small and medium-sized enterprises. For all kinds of public employment service agencies and private job intermediaries, who introduce skilled talents and graduates of vocational colleges, technical colleges and universities to work in small and medium-sized enterprises in this province and sign labor contracts for more than 1 year, after verification and confirmation, the municipal and county-level finance may give appropriate job introduction subsidies.

20. Optimize the subsidy processing process. Under the same conditions, applications for social insurance subsidies, job subsidies and on-the-job training subsidies of small and medium-sized enterprises affected by the epidemic and facing temporary production and business difficulties will be accepted as priority, and those that meet the requirements will be given priority approval.

The above policies and measures are applicable to the small and medium-sized enterprises determined by the Standard Regulations on the Classification of Small and Medium-sized Enterprises issued by the Ministry of Industry and Information Technology and other four departments (Ministry of Industry and Information Technology Joint Enterprise [2011] No. 300). They will be implemented from the date of issuance, and the validity period is tentatively 3 months.
